Old Goucher Community Association
The Old Goucher Community Association is a diverse group of neighbors working together to strengthen the community. The OGCA focuses on issues of concern to residents of the neighborhood, including beautification of the streets and other public spaces, promoting economic development and investment, attracting new businesses and events, and supporting the safety and welfare of all our residents.
Meetings
The Old Goucher Community Association 2023 Annual Meeting will be Wednesday, December 6, 2023 at Lovely Lane Church, 2200 Saint Paul Street. The Meeting begins at 7:00 PM.
Sanitation
Weekly Trash + Recycling Pickup
Trash and recycling should be put out the evening before pickup.
South of 25th Street:
- TRASH — Friday morning
- RECYCLING — Wednesday morning
North of 25th Street:
- TRASH — Tuesday morning
- RECYCLING — Thursday morning
Trash Cans + Recycling Bins
Trash bins must be tightly covered at all times to deter rats.
Baltimore City provides free trash cans to all residential addresses. If your can is missing, call 311 to request a new one.
Landlords are required by law to provide adequate trash and recycling receptacles for their tenants. If your building doesn't have enough rodent-proof bins or dumpsters, please ask your landlord to provide additional cans — your neighbors will thank you!
How to Recycle in Baltimore
Baltimore recycling collection is single-stream, meaning that all recyclables go in one container.
Most common recyclables are accepted, but no plastic bags or styrofoam should be included in your bin.

City-subsidized recycling bins are available for all residents, and can be purchased from selected locations throughout the city. 25 gallon bins are $12 and 18 gallon bins are $5.
Bulk Trash + Furniture Disposal
Bulk items are furniture, appliances and up to 4 tires with the rims removed.
All bulk trash pickup must be scheduled with the city at least 4 business days prior to pickup.
Every month, residents can place up to three bulk or oversized items out for collection. Visit the city’s 311 website to request a bulk trash pickup.
City residents with a valid ID may also dispose of bulk items, recycling, yard waste, and electronics Monday – Saturday at the Citizen Drop-off Center on Sisson Street.

Baltimore City 311: non-emergency city services
Report graffiti, illegal dumping, street lights out, abandoned vehicles, downed tree branches, and other city nuisances. Help keep Baltimore clean, green, and safe!

Operation Crime Watch
Sign up for an Operation Crime Watch number with the Baltimore Police Department and receive a number to be able to call 911 anonymously. Register for the program at the Baltimore City Operation Crime Watch website.
Block walking is most effective during the hours when crimes happen: between 10:00 PM and 4:00 AM. Walking around your block with others is a way to look out for yourself and your neighbors. More people and eyes on the street are the best way to deter potential crimes.

Old Goucher Community Gardens
We have two community gardens. The 23rd Street Garden is located at 23rd and Hunter. The Red Shed Garden is at St. Paul between 20th and 21st.

Old Goucher Vision Plan
In early 2013, members of the Old Goucher Community Association (OGCA) and Old Goucher Business Alliance (OGBA) joined together develop a vision for the neighborhood’s future and formulate the steps required to achieve that vision.
The associations decided to focus our initial efforts on the physical structure of the area, as an element that overlaps all of the challenges and opportunities facing Old Goucher. We asked the Neighborhood Design Center (NDC) to help develop a master plan that addresses some of the pressing concerns and future concerns that impact our community’s development.
At this time of rapid change in the neighborhood, Old Goucher faces distinct choices about the kind of community it will become. This report provides decision-makers at all levels with the information they need to understand how our community sees itself and how to help Old Goucher realize its potential for the benefit of all its members and for Baltimore City as a whole.
This plan could not have developed without community input and hundreds of hours of work from neighborhood volunteers. Thanks to everyone who contributed time, comments, and advice.
